Two versions of a split roll ballot initiative were submitted to the Attorney
Generals Office this week as part of a spree of ballot box tax threats.
The teachers union submitted the measures for title and summary, calling
them the High Quality Classrooms Act. Each would increase the tax rate on
non-residential property.
One of the measures would add one-half percent to the existing 1 percent of acquisition value rate. The other would set the rate at 1.30 percent.
Numerous initiative measures were submitted in recent days by sponsors who want to be ready in case Governor Arnold Schwarzenegger calls a special statewide election later this year for voters to act on his government reform package if the Legislature does not act.
The spending lobbys tax threats, besides the split roll, include a proposal to increase the minimum wage and a proposal to make it easier for school districts to impose parcel taxes.
